Can I have my husband's ex-wife evaluated because she is bipolar and verbally abusing her son?

My stepson currently lives with his dad and I and everytime he visits his mother she is telling him horrible things like 'God made a mistake with him' and 'he is a bad boy, bad since the day he was born'. She is doing great damage to her sons self-esteem and hurts him with these words.
