Does any one know how to get a house condemned in Missouri?

My landlord refuses to fix anything I haven't had hot water for 2 months and my septic tank is busted and covered with a car hood. there was no heat last winter and no air this summer. Our sewage is just going in the ground who do I call and how can I go about getting someone out here to inspect the house? When the water heater finally quit completely water started spewing out onto the floor and now there is mold growing along the baseboards I have found a new place to live but would like to get someone to come and fine him and possibly condemn the house before I move so this doesn't happen to anyone else.
