How to let a boy down gently?!?

Well basically, this boy started talking to me that i havent seen in a few years, & i thought he was alright, then he got a bit annoying:$ (not trying to sound mean) & he was really chatty on facebook & stuff but when i met up with him he didnt speak a word to me & i was a bit annoyed with him, & he said he was shy & would i give him a second chance & i said yeah but he wants to meet up again but i dont because i know it will be just as awkward & i dont know what to do because if i tell him i dont want to see him again then im being mean, but if i meet up with him again he thinks that i like when when i dont & i'll be leading him on, which i dont want to do.. so what do i do?!
