Maid of honor?Broke & wishy washy bf or take charge can afford the duty good friend?

I want my bf of 20 years to be my maid of honor but she is CONSTANTLY broke, is not very reliable & has a sort of wishy washy disposition. I love her to death & she's always been there for me but I don't think she can handle the responsibilities of a maid of honor. My other friend, whom I've only known a couple of years, has a take charge attitude, is very calm during crisis & can financially handle being maid of honor - the bachelorette party & buying her own dress etc. Who should I choose?
