Northern Mockingbird or Sparrow behavior?

I don't know which, they are both common around the Southeast. They flock in the dirt around my tree, fluttering their wings and pecking very fast at the dirt, then they hop to another spot and do it again, and they continue like this for awhile, almost making tiny burrows, but never settling. Why and what are they doing?
