Anthropology question.....?

Throughout today's world, many pluralistic or multi-ethnic countries face the challenge of "nation building." What would it take for a political organization such as the one developed in Switzerland to work as a model for countries (especially the U.S., where applicable) in which minorities have been trampled as they attempt to retain their own natural resources, national identities, and cultural traditions?
